President Kennedy's re-examination of federal agencies has caused renewed interest in administrative law. It is generally recognized that the growing powers of modern state must be kept under the proper control of the law, but experts differ as to what amount of control is proper and in methods of bringing it about. H. W. R. Wade explores these and other problems in Towards Administrative Justice, the thirteenth series of the Thomas M. Cooley lectures. An Oxford professor of English law, Wade compares American with British attempts to establish administrative justice. He also illustrates how elaborate safeguards can sometimes defeat their own ends. The Thomas M. Cooley Lectureship, established in honor of the the University of Michigan Law School's first great legal sholar, is designed to stimulate research and bring its results to the attention of the general public as well as of the legal profession.
